Welcome and thanks for visiting the NCUS website. We are a global leader in building host nation law enforcement, military capacity and institutional reform. Founded in 2008, we deliver tactically and operationally elite training and operational services for security organizations to facilitate the missions of the United States and our Allied partners.  We take great pride in our long-term strategic partnerships with our government and industry partners as we support critical missions around the world.

Our extensive doctrine, course materials and methodologies are exportable and designed to counter network-based threats – terrorism, insurgency, narcotics trafficking or organized crime. NCUS has proven its training and institutional reform methodologies across a diverse clientele, including the Departments of State and Defense, and developed the doctrine and curricula used for police training missions in Africa, Iraq and Afghanistan.

Leadership Team

Scott has held significant leadership positions in DoD, the Naval Criminal Investigative Service and the private sector. As a member of the Senior Executive Service (SES), Scott led the Counterterrorism Directorate of the US Naval Criminal Investigative Service performing all terrorism investigations impacting the US Navy and Marine Corps worldwide. He also served as Acting Director of the DoD Counterintelligence Field Activity (CIFA) with responsibility for all DoD counterintelligence matters.

Following 27 years service, Scott retired from the Federal government in 2009 and has excelled in the private sector with key leadership positions overseeing the management and execution of programs involving data fusion and analysis, research and security training and capacity building. In 2011 Scott became the President and CEO of New Century US. He also serves on the Board of Directors of the International Stability Operations Association.

Walt is a retired U.S. Army Intelligence Officer with more than 20 years experience in Human Intelligence Programs in the United States as well as South Korea, Guantanamo Bay Cuba, Kosovo, and Germany. His military career includes tactical assignments with the 82nd Airborne, 2nd Infantry, and 25th Infantry Divisions, operational and joint assignments with two Military Intelligence Brigades and service with the Intelligence and Security Command (INSCOM) and the Defense Intelligence Agency (DIA).

Following his Army retirement, Walt returned to the Intelligence Community as a civilian contract intelligence advisor mentoring Host Nation Army General Staff Intelligence Officers for NCUS in Afghanistan. His success at NCUS was recognized with his promotion to a key position directing operations. Walt currently leads multi-million dollar CONUS and OCONUS Intelligence Training and Capacity Building Programs.

John is an experienced executive with extensive expertise in advanced technologies, training systems, information technology and management consulting practices. He has significant experience developing programs in large, publicly held companies (Perot Systems) as well as small to medium size rapidly growing organizations (A-T Solutions, SOZA & Co.). He has worked successfully with more than a dozen Federal Agencies, and led advanced research and development projects for the Combating Terrorism Technical Support Office (CTTSO).

John leverages his expertise to build trusted client relationships, design and develop programs required to support customer missions, and develop implementation plans to ensure success. He is known for his thought leadership, and combining training and consulting activities with technology insertion and monitoring and evaluation techniques to deliver customized solutions that are effective, cost-efficient, and clearly measurable.

Executive Board

During MG McHale’s 35 years of Military service, he has commanded both aviation and logistics units at every echelon from platoon to theater support command, with duty in Germany, Korea, Iraq, Afghanistan and throughout the United States. MG McHale held several key staff positions on the Department of the Army Staff, The Joint Staff, US Forces Korea, Multi-National Forces-Iraq and US Forces Afghanistan. He holds a Bachelor of Arts degree in Philosophy from St. John’s University, in Minnesota, as well as Master’s Degrees in Management from Salve Regina University, in Rhode Island and National Security and Strategic Studies from the Naval War College. He is a former National Security Fellow, John F. Kennedy School of Government, Harvard University. He is currently the President of Homes for Our Troops, a national non-profit organization that provides specially adapted housing for our most severely injured veterans.

Mr. Clark grew up in Utah where he was earned a BS degree in accounting and an MBA from Brigham Young University. He has extensive experience in accounting and business management. His experience includes more than 20 years in government contracting as well as experience in construction and Olympic sports broadcasting. He holds CPA licenses in both Texas and the District of Columbia. For the last nine years, Mr. Clark has lived in the District of Columbia and currently works as chief financial officer for a small government contractor. In addition to his professional career, Mr. Clark is active in the Washington DC Italian American community having served as the Secretary of the Festa Italiana Foundation and on the board of directors of the Abruzzo and Molise Heritage Society.
Nixon graduated from Auburn University with a degree in business and has earned two master’s degrees in military history and strategic studies. He is currently on the Board of Advisors of Constellis and Rally Point. He also supports a number of non-profit organizations focused on veterans and their families and is on the Advisory Board for Team RWB. Nixon is the CEO of Nixon Six Solutions. He has over 35 years as a senior leader in business and the US Military, primarily in Special Operations. Since retiring from the military he has served as CEO of ACADEMI and the Constellis Group, and as a partner at the McChrystal Group. As an Infantryman and Special Operator, he served in a number of assignments including Director of Operations for US Special Operations Command, Director of Operations for Joint Special Operations Command, and Commander of the 75th Ranger Regiment.
Ballard received a Bachelor of Science degree in mechanical engineering from Rensselaer Polytechnic Institute and a Master of Science degree in mechanical engineering from the Naval Postgraduate School. He is a graduate of the Program Management Course at the Defense Systems Management College and has completed Executive Development Programs at the Kellogg School of Business at Northwestern University and the Harvard Business School. Ballard is the President of Preferred Systems Solutions, Inc. He has over 40 years of experience in business management and US Naval Operations, primarily as a Submariner. He joined ADI Technology in 1997, and led their growth through a 10-fold increase in revenue before they were acquired by Perot Systems. With Perot Systems Government Services he led acquisitions and competitive wins that grew PSGS to over $650M in annual revenue.
